Hail option bug (i think) - FIXED v4.39

so i noticed when using the hail option to get quests it would work with NPC's that only have one name
when trying to do it to NPC's who's name starts with a or an i.e. a Far Seas explorer or even NPC's with a last name it just doesnt work
